MacArthur Amendment to AHCA Released this Week
Earlier this week an amendment to the American Health Care Act (AHCA) was introduced to the U.S. House of Representatives in an effort to revive healthcare negotiations in order to repeal and replace the Affordable Care Act (ACA).
The MacArthur Amendment offered by Rep. Tom MacArthur (R-NJ) aims to meet demands made by House Conservatives. The amendment allows States to waive essential health benefits and to make it possible for insurers to provide less expensive health plans.
In addition, the amended ACHC would permit states to bypass the community ratings rule, put in place by the ACA, which required insurers to charge the same price to consumers in a given area regardless of age, gender or preexisting conditions. Under the amendment, States could get around the rule by providing incentives or funding to higher risk individuals.
